Cheshire Archery Association - County Constitution

This Constitution shall in no way contravene the Constitution of the Grand National Archery Society or its Regional body. All shooting organised by the Cheshire Archery Association or any of its members as defined in Clause 4, must conform with the Rules of Shooting laid down by the Grand National Archery Society.

The postal address of The Association shall be that of the Honorary Secretary for the time being or such other address as may be decided by the committee from time to time.

Clause 3. OBJECTS.

The objects of The Association shall be the promotion and encouragement of archery, in particular in the County of Chester as recognised by the Grand National Archery Society.

Constitution & Rules

Clause 1. NAME.

The Association shall be called THE CHESHIRE ARCHERY ASSOCIATION – hereinafter referred to as THE ASSOCIATION.

Clause 2. ADDRESS.

Clause 4. MEMBERSHIP.

There shall be eight classes of membership:

1.

Honorary Life Members.

2.

Ordinary Members.

3.

Ordinary Junior Members (under 18 years of age).

4.

Associate Members of Associated Clubs.

5.

Junior Associated Members (under 18 years of age) of Associated Clubs.

6.

Clubs formed within Schools.

7.

Clubs formed within Educational Establishments other than Schools.

8.

Hospitals, Paraplegic, Disabled Clubs.

Honorary Life Members.

If The Association wishes to honour any of its members for distinguished service in the cause of archery, it may elect such a person as an Honorary Life Member at the Annual General Meeting. Nominations for such an election shall in the first place be made to The Association’s committee.

Ordinary Members / Junior Members.

Any person interested in archery and having attained the age of 18 shall be eligible as an Ordinary Member or, if under the age of 18, as a Junior Ordinary member.

Associate Member / Junior Associated Member of an Associated Club.

Any archery club or similar organisation, properly constituted and within The Association’s area shall be eligible for affiliation as an Associated Club. The style or title of any newly formed club shall be approved by the committee of The Association before it is adopted by the new club concerned. A member of an Associated Club shall by reason of such membership become an Associate Member / Junior Associate Member for as long as the club shall remain affiliated to the Association.

School Clubs.

A club affiliated to the Grand National Archery Society and within The Association’s area shall be eligible for affiliation to The Association. Alternatively it may affiliate to the Grand National Archery Society via The Association and the Regional Society.

Other Educational Establishments.

A club affiliated to the Grand National Archery Society and within The Association’s area shall be eligible for affiliation to The Association. Alternatively it may affiliate to the Grand National Archery Society via The Association and the Regional Society.

Hospital, Paraplegic, Disabled Clubs.

Such clubs are eligible for affiliation in the normal manner.

Clause 5. SUBSCRIPTIONS.

Subscriptions payable by any class of membership, except Honorary Life members, shall be determined each year at the Annual General Meeting. All annual subscriptions to C.A.A, N.C.A.S. & G.N.A.S. shall be paid in the manner laid down by the Grand National Archery Society.

Clause 6. CONDUCT.

If, in the opinion of the committee, any Member as defined in Clause 4 shall have been guilty of conduct which makes it undesirable that such a member should remain in The Association, the committee may expel such a Member without being called upon to state the reason to any but the Member concerned. Similarly, any such action taken by the Grand National Archery Society or The Association’s Regional Society shall be accepted automatically as binding upon The Association.

Clause 7. MANAGEMENT.

The management of The Association’s affairs shall be entrusted to a committee which shall consist of the following officers:

The Association’s Representatives to the Regional Society.

Coaching Organiser.

7.

Records Officer.

8.

Tournament Secretaries.

9.

Field Archery Representative.

Judges Representative.

11.

Representative for Junior/Schools Archery.

12.

Child Protection Officer.

Only the above persons shall be entitled to vote at the committee meetings and each member of the committee present shall have one vote. A member of the committee may hold more than one office at a time if duly elected to do so at the Annual General Meeting of The Association. All officers of the committee shall hold office until the following Annual General Meeting, all serving officers shall be eligible for re-election without further nomination.

The committee may appoint a sub-committee or sub-committees and delegate to such a sub-committee or sub-committees executive powers within defined limits. In case of emergency the Chairman, Vice-Chairman, Secretary and Treasurer shall have full powers to act.

Clause 8. FINANCE.

The committee shall cause to be prepared and shall present at the Annual General Meeting a financial statement, duly audited, showing the financial position of The Association on the 31st

December of the preceding year.

Clause 9. TOURNAMENTS.

The Association shall endeavour to hold, once in each year, a Target Championship Meeting and a Junior Target Championship Meeting and such other shoots as they deem desirable. The Target Championship meeting shall consist of a York round for gentlemen and a Hereford round for ladies. Junior archers are eligible to enter but must shoot the round of their sex. Only Members of The Association as defined in Clause 4 shall be eligible to compete for The Association Championship trophies and prizes.

Clause 10. MEETINGS.

The committee shall be convened by the Secretary as deemed necessary but not less than twice per year, eight members forming a quorum.

The Annual General Meeting shall be held as near as possible to February 28

each year. At any General Meeting the following members shall be entitled to vote: Honorary Life Members, Ordinary Members and Associate Members. There shall be no voting by proxy. No person may vote in more than one capacity and the Chairman shall have a casting vote in the event of a tie. Twenty five members shall form a quorum. Not less than fourteen days notice – from date of posting – of any General Meeting shall be given in writing to each Honorary Life Member, Ordinary Member and Associated Club secretary indicating the purpose of the meeting and any proposals intended to be moved.

An Extraordinary General Meeting may be called by the committee or by not less than fifteen Associate Members giving twenty eight days notice to the Secretary, indicating the purpose of the meeting and any proposals intended to be moved.

Any proposals and nominations for office shall be received by the Secretary not less than twenty eight days before the General Meeting.

Clause 11. DISSOLUTION.

Should The Association be dissolved or cease to exist for any reason whatsoever, all funds, trophies and other properties shall be handed over to the Grand National Archery Society for them to deal with as may be necessary.

Clause 12. AMENDMENTS.

The Constitution and Rules of The Association shall not be altered or amended except at the Annual General Meeting or at an Extraordinary General Meeting.

Clause 13. ELIGIBILITY TO PARTICIPATE IN ARCHERY MEETINGS.

No archer, unless a Member or Associate Member of the Grand National Archery Society or other equivalent National body, may compete in any archery meeting promoted under the jurisdiction of The Association.

Clause 14. DISCRETIONARY POWERS.

Discretionary power is given to the committee to decide any circumstances not covered by these rules.
